About J.J. Clemence

A servant leader. An audit professional. A community builder. A voice for Fort Bend families.

For more than twenty years, J.J. Clemence has devoted her professional career and personal time to strengthening the communities she calls home. Her journey reflects a rare combination of public-sector expertise, private-sector discipline, and a lifelong commitment to service across federal, state, county, school district, and nonprofit levels.

As the Audit Leader for Harris County Public Health, J.J. built the department’s entire internal audit function from the ground up—developing the audit charter, establishing risk-based assessments, implementing technology and process improvements, and strengthening transparency and accountability across a major government agency. Her work helps ensure taxpayer resources are protected and that county operations function with integrity, efficiency, and excellence.

With more than 20 years of experience as a Certified Internal Auditor, Finance Manager, Business Development Manager, and Fundamental Intelligence Advisor, J.J. has supported C-level leadership at major Fortune 500 organizations including Baker Hughes, Spectra Energy, Enbridge, and UMB Financial Corporation. She also served as Chief Global Strategist for a new technology company, where she led innovation initiatives, international partnerships, and organizational growth. Across these roles, she developed deep expertise in financial stewardship, internal controls, compliance, operational excellence, and strategic decision-making.

J.J. Clemence is also a Master of Business Administration from Baker University.

Beyond her professional career, J.J. is deeply rooted in community service and public leadership. She has worked across the private, public, and government sectors, serving Fort Bend and Greater Houston through numerous leadership roles. Her service includes appointments by Governor Greg Abbott to the Judicial Compensation Committee and formerly to the Real Estate Research & Advisory Committee, along with community outreach work for Congressman Pete Olson and Congressman Troy Nehls.

She is also actively engaged with Fort Bend ISD through its Bond and Innovation Committees, helping ensure community needs and family perspectives are reflected in district planning.

Working in partnership with legislators, J.J.’s Judicial Compensation Commission successfully advanced the 2025 judicial compensation bill, resulting in a major statewide increase in judicial salaries and benefits—strengthening Texas’s ability to attract and retain highly qualified judges.

As the Founder and Chair of the Clemence Youth Foundation (CYF), a 501(c)(3) nonprofit dedicated to youth development, J.J. has led countless programs and volunteer initiatives that uplift, educate, and connect young people. From local government and local business learning programs, senior-outreach tech support, leadership camps, and annual talent showcases, she has built a platform that empowers the next generation to lead with confidence, compassion, and character.

What drives J.J. is simple: people come first. She believes in building connections, solving problems, listening with empathy, and ensuring every resident—regardless of age, language, or background—has access to efficient, respectful public service.

J.J. is running for Fort Bend County Clerk because she believes every family deserves an office that is modern, transparent, accurate, and community-centered. Her background in auditing, compliance, technology innovation, customer service, and community leadership uniquely prepares her to enhance services, improve responsiveness, and continue strengthening the trust between the Clerk’s office and the people it serves.
